City manager releases quarterly report of contracts approved by her office, department heads

The City Council received and filed City Manager Jill Ingram’s quarterly report on contracts approved by either Ingram or by Seal Beach department heads.

This was a Consent Calendar item. The council votes collectively on the Consent items and does not discuss Consent items unless they are pulled for individual consideration. Nothing was pulled from this week’s Consent Calendar.

“The City Manager has the authority to approve and execute contracts up to the amount of $40,232,” according to the staff report by City Clerk Gloria Harper.

“Seal Beach Municipal Code Section 3.20.005 authorizes the City Manager to delegate spending authority to Department Heads,” Harper wrote.

“For departments other than the Director of Public Works and the Director of Finance/City Treasurer, this authority shall not exceed $15,000 per purchase or contract,” Harper wrote.

“For the Director of Public Works, the limit is established per the City’s Charter Section 1010,” Harper wrote.

“For the Director of Finance/City Treasurer, other than for Finance Department expenditures which are set at $15,000, there is additional authority to authorize purchases for City Departments up to the City Manager’s established contract signing authority,” Harper wrote.

The following are the contracts as listed in the report.

• Agreement date: 07/10/2023 —Department: Public Works—Vendor: AKM Consulting Engineers, Inc.—$39,280—Purpose: Sewer System Management Plan Audit Services—Expiration date: 06/30/2024.

• Agreement date: 08/10/2023 —Department City Manager—Vendor: Telecom Law Firm PC— $40,000—Purpose: Telecommunication Law Services—Expiration date; 06/30/2024.

• Agreement date: 09/05/2023—Department: Public Works—Vendor: AKM Consulting Engineers, Inc.—$40,000—Purpose: On-call Engineering Services—Expiration date: 09/05/2024.

• Agreement date: 09/11/2023 —Public Works—Department: AKM Consulting Engineers, Inc.—$35,982—Purpose: Stormwater Treatment Feasibility Study—Expiration date: 12/31/2024.

Harper’s report also addressed the budget impact of having these contacts approved.

“There is sufficient funding available in the Fiscal Year 2023-2024 budget. However, as with all City Council approved contracts, all contracts executed under staff’s contracting authority are processed internally with review and approval by the City Attorney, Director of Finance, City Manager, and City Clerk,” Harper wrote.
