Council appoints District Five rep to cable TV Foundation

The council this week unanimously approved the appointment of Richard Nelson to represent District Five on the Seal Beach Cable Communications Foundation.

District Five Councilman Nathan Steele requested Nelson’s appointment.

This was originally a Consent Calendar item, but Steele pulled the item for separate consideration.

“He’s acted or directed in over 60 theatrical productions,” Steele said.

Steele commented on what is happening at SBTV, the city’s cable station.

“It is, without Robin there, it’s been a challenge finding their way,” Steele said.

Steele moved to approve Nelson to the board. Steele was referring to the late Robin Fort-Lincke, who managed the station for more than two decades. (“SB planning tribute to SBTV Station Manager,” at sunnews.org.)

No other council members commented on the appointment.

According to Nelson’s “Boards—Commissions—Committees Application,” Nelson checked off the areas of interest parts of the form marked “Community & Recreation” and “Other.” He described his “Other” interest as “SBTV Cable TV Station.”

According to the form, Nelson has a bachelor of arts degree and a master’s degree in music. He was a high school music and theater teacher for 40 years. He was also the producer of 10 to 15 videos broadcast on SBTV.

Nelson’s term expires December 2026.

Peter Franck resigned from the Cable Communications Foundation on March 14, according to the staff report by Deputy City Clerk Brandon DeCriscio. The notice of vacancy was posted on the bulletin board outside City Hall on March 20. According to DeCriscio’s staff report, California law requires a legislative body to wait at least 10 working days before appointing someone to fill a vacancy on a board, committee or commission.
