Seal Beach city manager’s DWP project update

Editor’s note: The following is based on a press release from Seal Beach City Manager Dave Carmany.  It is regarding the undeveloped property known as the Department of Water and Power site on First Street, next to the San Gabriel River.

On Jan.y 25 the city’s Director of Development Services Mark Persico issued a letter deeming the DWP Specific Plan Amendment application as complete, which is the official “deemed complete” date.

The applicant is requesting an amendment to the uses within the Plan to allow up to 55 single-family dwellings and 75 overnight accommodation rooms.

The applicant is also requesting an expansion of the buildable area from 30 percent of the site to 50 percent of the site. The balance of the site is parks and “visitor serving open space.”

There are a number of related applications that have been filed for the site.

These include: two lot line adjustments, a General Plan Amendment and Zone Change and an appeal of staff’s decision on the lot line adjustments.

Staff is reviewing the applications to determine how they work together and determine the full scope of the project that will be analyzed under the California Environmental Quality Act.

Now that the application has been deemed complete, the city Development Services Department has requested cost proposals from the city’s pre-screened environmental consulting firms. Once those proposals have been reviewed, a contract authorizing commencement of the CEQA process will be considered by the City Council. This contract will be ready for City Council consideration in March.

The application shows Bay Cities Partners, LLC as the owner. The four partners are: Cindy Atkinson trustee for Atkinson family, Brian Kyle , Bob Griffith and Rocky Gentner. According to the application, Ed Selich is the owner’s representative.

The DWP Specific Plan Advisory Committee will hold an organizational kick-off meeting at 6 p.m. on Feb. 17.
