SB City Council updates conflict of interest code

The Seal Beach council officially updated the city’s conflict of interest code on Monday, Feb. 14. State law requires the update in even-numbered years, according to the staff report by City Clerk Gloria Harper.

The council didn’t discuss the issue, as this was an item on the Consent Calendar.

“A conflict of interest code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interest (Form 700),” Harper wrote.

The council resolution that updated the code also formally acknowledged that the so-called Successor Agency to the Redevelopment Agency was formally dissolved by the Orange County Oversite Committee on Jan. 18, according to Harper’s report.

Although the code must be changed in even numbered years, the last update was approved in 2021, according to Harper’s report.

“The Political Reform Act (PRA), Government Code Section 81000, requires the City of Seal Beach (“City”) to adopt a Conflict of Interest Code. A conflict of interest code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interest (Form 700),” Harper wrote.

“The Model Code as set forth in FPPC Regulation 18730 (Section 18730 of Title 2, Division 6, of the California Code of Regulations),” Harper wrote. (FPPC stands for Fair Political Practices Commission.)

“An Appendix containing the amended master list of the titles of designated employee positions, rather than departmental lists to include Financial Analyst, Accountant, Senior Accountant Technician, Assistant Planner, Building Official, Fleet Maintenance Program Manager, Water Services Supervisor and Maintenance Services Supervisor,” Harper wrote.

“Authorization for changes to designated employee positions as listed in the Department Reorganization Plan as the City deems necessary,” Harper wrote.

Also attached to the report were copies of FPPC Forms 804 (for newly designated city employees) and 805 (for consultants).
