Deadline looms for Seal Beach Police Chief applicants

Anyone aspiring to be chief of the Seal Beach Police Department has until 5 p.m., Friday, Sept. 21, to submit an application to the city’s consultant.

The applications will be processed by TRS and Associates, a consulting firm specializing in public safety.

“TRS & Associates provides consulting and executive search services to municipal and county governments,” said the company’s website.

According to the job brochure on the Seal Beach website, the best qualified applicants will be interviewed by a panel of experts. The finalists will be interviewed by City Manager Jill Ingram.

In Seal Beach, a police chief (like all other department heads) serves at the pleasure of the city manager.

The position of Seal Beach Police chief has been held by two interim chiefs since Chief Jeff Kirkpatrick’s retirement party in June 2011.

The Sun website reported at 6:50 p.m., Friday, Feb. 25, that Kirkpatrick planned to retire in June of that year.

However, Chief Kirkpatrick declined to comment until the official announcement of his retirement at the Feb. 28 City Council meeting.

The first interim chief to fill his position was Robert Luman, who served for one year. He was out of town the day of the Salon Meritage shootings. Luman was recently succeeded by current Interim Chief Keith L. Kilmer, who was officially welcomed to the city on June 5, 2012.

Coroner holds body of Leisure World man for investigation

The Orange County Coroner, a division of the Orange County Sheriff’s Department, is investigating the death of a Leisure World man.

According to the Seal Beach Police Department log for Friday, Aug. 17, the El Dorado Drive resident was found by his son. Police received the call at 10:14 a.m.

Because of head trauma to the body from an unknown cause, the coroner is holding the body.

Monday, August 13

Public Works Information—7:31 a.m.—Seal Beach Boulevard and Westminster Avenue—The caller said there was oil in the number two northbound lane of Seal Beach Boulevard, north of Westminster. Police unit M7 found a bottle in the roadway. The officer in M7 determined the substance in the road was either chlorine or some kind of acid, but not oil. Police asked the Orange County Fire Authority to respond. Police units closed the number one and number two northbound lanes. The Fire Authority cleaned up the unknown substance with powder.

Possible Transient—9:57 a.m.—11th Street—The caller, relaying second hand information, said a man with a backpack was in the alley, sleeping up against the fence.

Dog in Vehicle—10:26 a.m.—Ocean Avenue—The caller said a dog had been left inside a van. The windows were cracked. The dog was barking, but did not appear to be in distress. Police contacted the dog’s owner. The dog had water, the windows were down and the owner said he checked on the dog often. The owner was painting a residence at that location. Police determined no further police services were necessary.

Dog in Vehicle—12:08 p.m.—Seal Beach Boulevard—The caller said a medium sized dog was inside a car with the windows rolled up. The dog did not appear to be in distress. Police unit 107 determined that the vehicle was running and the air conditioning was on. No further police services were necessary.

Pelican—2:09 p.m.—Ocean Avenue—The caller said a pelican was covered with a black substance. The bird was in the parking lot on the north side of the Seal Beach Pier. Referred to Long Beach Animal Care Services.

Volunteers would flag down the animal control officer when that individual arrived.

Suspicious Circumstances—7:46 p.m.—1st Street and Marina Drive—The caller said a man was going through a black purse and pink backpack and took some items. Police unit 241 contacted the man and interviewed him in the field. Found property report taken.

Tuesday, August 14

Injured Animal—11:50 a.m.—14th Street and Ocean—The caller said there was an injured pelican on the shoreline.

Referred to Long Beach Animal Care Services. The caller phoned back again to say the bird was getting close to the street. Message delivered to Animal Care Services.

Grand Theft Report—1:02 p.m.—Old Ranch Parkway—A catalytic converter was taken off the caller’s vehicle between 9 a.m. and noon. Report taken.

Forgery Report—2:09 p.m.—Seal Beach Boulevard—Loss: so far, $10,200 withdrawn from an ATM. Report taken.

Possible Health and Safety Violation—4:02 p.m.—12th Street and Electric Avenue—The caller, relaying second-hand information, said two men were on the greenbelt, possibly using drugs.

Welfare Check—4:26 p.m.—Pacific Coast Highway and Seal Beach Boulevard—The caller said a man was sitting on the curb with his head in his hands.

Police unit 106 contacted the man and determined no further police services were necessary.

Grand Theft—6:17 p.m.—Seal Beach Boulevard—Someone stole a citizen’s catalytic converter between 7 a.m. and 6 p.m. No suspect information. Report taken.

Wednesday, August 15

Battery Report—4:29 a.m.—Seal Beach Boulevard—A man said he was assaulted by a woman friend about an hour earlier. Report taken.

Petty Theft Report—9:53 a.m.—Old Ranch Parkway—The caller’s wallet was stolen from the office on Friday, Aug. 10. Report taken.

Suspicious Person—2:53 p.m.—Main Street—The caller said a man tried to open the door of a business.

Petty Theft—5:37 p.m.—Pacific Coast Highway—Someone took the caller’s red three-wheeled bicycle valued at $600. The caller was in the store for one minute, came out and his bike was gone.

Suspicious Circumstances—11:49 p.m.—Edinger Avenue—The caller said a storage trailer had a window that was covered with tape and plastic. The window was now open. The caller didn’t know if the wind did it or if someone tampered with the window. Police unit 206 determined that nothing had been disturbed and that no further police services were necessary.

Thursday, August 16

Welfare Check—4:05 p.m.—Harvard Lane—Two boys, 13 or 14 years old, were playing on the side of the retaining wall that backs the freeway. The caller was concerned that they could get hurt.

Suspicious Person—5:10 p.m.—Taper and Sandpiper—The caller said two men using large cameras were looking at houses in the area. Police unit 107 contacted the two men. They were paparazzi following a celebrity in the area. No further police services were necessary. The log did not name the celebrity.

Battery—9:17 p.m.—Pacific Coast Highway—A man was asking for money at the front of the store when another man came up and shoved him. The victim was black, the suspect white. Police unit 241 contacted the second man. Crime report issued for assault. Report taken.

Disturbance, Party—10:04 p.m.—Ocean Avenue—The caller reported a large party with under age drinkers and people being loud. Party disbursed.

Friday, August 17

Vandalism Report—7:18 a.m.—1st Street—Someone kicked out the fencing to the business. Report taken.

Vehicle Burglary—9:33 a.m.—Lampson Avenue—Point of entry: smashed rear passenger window. Loss: a purse, cellphone, and wallet. Report taken.

Municipal Code Violation—11:44 a.m.—Ocean Avenue—The caller reported a truck stuck in the sand dunes. Police unit 107 was unable to locate the driver. However, 107 did locate the registered owner of the vehicle, who moved the truck. Assisted.

Grand Theft Report—7:33 p.m.—Ocean Avenue—The caller just noticed that some of her jewelry was missing. She did not know when the jewelry disappeared, but thought the loss might be related to an attempted burglary on Aug. 2. She last saw the jewelry on Aug. 3.

The missing property was valued at $11,000. No sign of forced entry. Report taken.

Disturbance—11:25 p.m.—Coastline Drive—The caller complained about loud people in a back yard to the rear of the location. The individuals, who the caller described as “squatters” were reportedly using power tools and smoking drugs.

Police unit 207 warned the people who were apparently responsible for the noise to be quiet.

Welfare Check—11:46 p.m.—Seal Way—The caller said an elderly neighbor woman lived alone with a dog. The caller said the dog had been howling inside the residence since Monday afternoon. Dispatch determined that Orange County Fire Authority had not responded to any medical calls at the neighbor’s home. According to the log, the caller was more concerned about the dog howling, not the resident. A neighbor took care of the dog.

Saturday, August 18

Traffic Collision—2:26 a.m.—Westminster Avenue and Seal Beach Boulevard—Two vehicles struck head on. No one was injured, according to the dispatch log. Police needed Naval Weapons Station Security to deal with the downed fence on the north side of Westminster. Paul Alvarez, born June 3, 1989, was arrested for DUI.

Traffic Hazard—11:28 p.m.—Golden Rain Road and Seal Beach Boulevard (outside Leisure World)—The caller said a bright orange T-shirt was covering the turn lane sign at the northbound left turn lane into Leisure World’s main entrance. T-shirt removed. Log entry.

Petty Theft Report—1:57 p.m.—12th Street—Loss: a spare tire mounted on the rear of the caller’s vehicle. The crime apparently occurred overnight. No suspect information. Report taken.

Petty Theft Report—3:15 p.m.—Montecito Road—Loss: a silver and green “Giant Simple” beach cruiser bike. Sometime during the week, someone cut the cable lock from the bike, which had been in the carport. The bike was valued at $350-400. Report taken.

Health and Safety (Drug) Violation—5 p.m.—Pacific Coast Highway and 5th Street—The caller said  two men were sitting at a bus stop, smoking marijuana. The caller said marijuana was blowing into the caller’s house.

Monday, August 13

Petty Theft Report—8:50 p.m.—Oakmont Road, Mutual Unknown—The caller said someone entered her unlocked car and stole her driver’s license. The caller also noticed things out of place. Report taken.

Wednesday, August 15

Counseling—12:53 p.m.—El Dorado Drive, Mutual Unknown—The caller requested counseling regarding a possible computer scam. A company was trying to get him to send them money.

Sunday, August 19

Vehicle Fire—4:36 p.m.—St. Andrews Drive, Mutual Unknown—The first caller reported a vehicle on fire in the carport. Flames were shooting out of the car. The caller was hysterically yelling at people to get away from the car.

A second caller said the car in question might not be the one that was actually on fire. The Orange County Fire Authority responded.

Trespassing—9:09 p.m.—Northwood Road, Mutual Unknown—Leisure World Security requested police assistance in escorting a man off the property and confiscating his guest pass.

According to the log, he had previously been warned against trespassing and has been disruptive in dealing with Leisure World Security in the past. Assisted. The man apparently agreed to leave on Aug. 20.

Friday, August 17

Transient—7:02 p.m.—Los Alamitos Boulevard—The caller said a man was being aggressive with customers and asking for cigarettes.

The man was sitting on the bench in front of the location.

The man left the location and was later found walking north on Los Alamitos Boulevard.

He was arrested.

Sunday, August 19

Drug Violation—9:56 p.m.—Howard and Lexington—The caller reported seeing a man and a woman in a dark blue older BMW, smoking marijuana.

They were gone by the time police arrived.

Wednesday, August 22

Suspicious  Circumstances —11:27 a.m. –Katella and Los Alamitos—The caller reported seeing a man with her son’s stolen bike. The suspect got onto a bus going east. The caller had reported the bike stolen the previous day. The bus was stopped and the suspect was arrested

Family Disturbance—11:29 p.m.—Walnut Street—The caller said her mother and stepfather were fighting and the mom called for help.

The caller said it has happened before. The caller said her mom was going to call 911, but her stepfather took her phone. The caller reported hearing a loud thump from the room. Patrol unit contacted the couple, who said it was a verbal dispute. The man was going to be transported to a hotel and the matter was solved.
