Seal Beach Police to use FBI tactical facility in Irvine for personnel training

Council OKs memorandum of understanding between Seal Beach and FBI

The council this week authorized the Seal Beach Police Chief Michael Henderson to sign an agreement between the FBI and the SBPD to use an Irvine facility for training our local officers.

This was a Consent Calendar item. Consent items are voted on collectively, without discussion, unless pulled for individual consideration.

The FBI runs the Jerry Crowe Regional Tactical Training Facility in Irvine. The FBI allows local police to use the Crowe Facility for free with a memorandum of understanding, according to the staff report prepared by Operations Capt. Michael Ezroj.

“In exchange for use of the facility at no cost, the City is responsible for any damage that may occur during training exercises, although the Police Department does not expect any incidents,” Ezroj wrote.

“The Jerry Crowe Regional Tactical Training Facility offers an outdoor shooting range for vehicles to access,” Ezroj wrote.

“In addition, they offer the only live ammunition training center in the immediate area,” Ezroj wrote.

“This will allow police officers to train with live ammunition in a controlled environment, with constant supervision,” Ezroj wrote.

“This training is highly sought after, as it provides officers with real-life live fire training,” Ezroj wrote.

“The Seal Beach Police Department will ensure that an agency qualified firearms instructor (and/or range master) is present for the firearms range at all times during firearms use. Additionally, the Seal Beach Police Department personnel shall abide by all FBI range safety protocols,” Ezroj wrote.
