The Navy is looking at developing about 28 acres of land near the northeast corner of Seal Beach Boulevard and Pacific Coast Highway.
A pre-proposal conference was held Tuesday, Aug. 25, 2026, at the Navy Golf Course in Cypress. Information about the event was not available by this week’s deadline.
“These opportunities may include developing some of the property for Navy missions, or out leasing the site to a commercial developer to allow redevelopment for new functions to create quality of life improvements for base personnel, their families, and potentially the local community. The Navy does not intend to sell or excess the property,” according to navy.mil.
If this seems familiar to you, it should. “The Navy began conducting environmental analysis on potential uses for this property in the summer of 2022. A public scoping period was held from June 30-July 31, 2022,” according to navy.mil.
According to the request for proposals, also known as an RFP, the Navy is considering the lease (not sale) of the land in question.
“The Government’s preferred objective is to enter into a long-term Lease of its fee-owned real property on a portion of NWSSB in exchange for which the Selected Proposer would provide in-kind consideration (IKC), in lieu of cash, to the Government in the form of mission sustainment projects. This IKC must be valued at not less than the fair market value of the leasehold interest,” according to the RFP.
The deadline for prospective developers to submit clarifying questions about the project will be 5 p.m., Sept. 16, 2026.
