Crime Log: Seal Beach accepts $100K policing supplement grant

The Seal Beach City Council accepted an estimated $100,000 in Citizens’ Options in Public Safety funds at the agency’s Monday, Aug. 13 meeting.

According to a staff report by Seal Beach Police Lt. Bob Mullins, the money will be used to pay overtime for police personnel, training or equipment.

“The grant funds several current Police Department programs that might otherwise require alternative funding sources or elimination,” said Mullins’ report.

“The funds must be expended by June 30, 2013,” Mullins’ report said. “No city funds will be involved.”

The money comes from a 1996 state assembly bill that provides funds to local agencies from the Supplemental Law Enforcement Services Fund.

According to Mullins’ report, the state allocated COPS funds for Orange County and Seal Beach, based on its population, qualifies for a grant of $100,000.

A grant is not a loan. Seal Beach will not have to repay the money.

Every year, the City Council must hold a public hearing on whether to accept the grant money. The council always votes to accept the grant.

Monday, July 30

Welfare Check—7:56 a.m.—Ocean Avenue—The caller said a dog had been barking, whining and scratching on the gate since 5 a.m. The caller said this was unusual. Police located a possible number for the dog owner and dialed, only to reach a fax machine. Police unit 107 checked the location and determined that no further police services were necessary.

Bike Stop—9:19 a.m.—Westminster Avenue—Police arrested a bicycle rider for being under the influence of drugs.

Pelican—11:37 a.m.—10th Street—The caller said there was a pelican with a broken leg in the alley to the rear of the location. Referred to Long Beach Animal Care Services.

Possible Illegal Parking—11:07 a.m.—Dolphin Avenue—The caller said a boat on a trailer was parked behind the complex for two weeks. The caller was not sure if the parked boat trailer was on private property or whether it was allowed to be there. The caller said it belonged to a resident. The caller also said the trailer took up too much room. Police unit 442 determined the vehicle was legally parked on private property. No further police services were necessary.

Possible Drug Violation—6:36 p.m.—17th Street and Landing—The caller reported seeing two men in a pick-up truck snorting something. The caller also said she saw flames. Police unit 207 contacted the men in the pick-up and interviewed them in the field.

Suspicious Person—9:37 p.m.—Pacific Coast Highway—The caller said a woman was walking around the store, asking customers for money and cigarettes. The woman had a baby carriage near the front of the store with items in it.

Police unit 207 contacted the woman, who had a man with her, near the front of the store. Police unit 207 escorted them out of the city. Counselled.

911 Hang-Up—11:10 p.m.—13th Street—The caller turned out to be a woman who wanted information from Greyhound Bus Lines.

Tuesday, July 31

Disturbance—3:03 a.m.—Pacific Coast Highway—A man was asking to make phone calls from the business and asking for beer. He refused to leave. The caller said he appeared to be drunk. Police unit 207 contacted and detained a man. The officer warned the man that if he returned to the business he would be arrested for trespassing.

Suspicious Occupied Vehicle—3:18 a.m.—12th Street and Electric Avenue—Police unit 206 found a man sleeping inside a vehicle. The officer escorted him to another location. No further police services were necessary.

Orange County Fire Authority—3:57 a.m.—Montecito Road—A fire alarm was going off for a building in one of the condominium communities on Montecito Road. (The address of the complex was blacked out in the log.) Orange County Fire Authority was en route. Residents evacuated themselves. No one saw any smoke or flames. Police unit 207 determined there was a problem with the alarm. Police attempted to contact an employee in charge of the property. Police unit 206 obtained contact information for the current property management company. The alarm was turned off and the property manager contacted.

Possible Trespass—6:43 a.m.—Old Ranch Parkway—The incident apparently occurred between 6 p.m., Monday, July 30, and the time of the call to police. The caller said the garage side door had been kicked in. The caller said there was an on-going problem with transients sleeping inside the garage. The caller requested extra patrol checks during the night for transients. Counseled.

Burglary Report—7:08 a.m.—Old Ranch Parkway—During the night, someone broke into a locker inside the office. The crime apparently occurred between 5:30 p.m., Monday, July 30, and 6 p.m., Tuesday, July 31. Loss: three cameras worth approximately $600.

Traffic Hazard—4:07 p.m.—Electric Avenue and 17th Street—The caller reported almost hitting on-coming traffic while going around what the caller described as a large trash bin on the east side of the street, north of Electric Avenue. The contractor responsible for the container told police unit 442 that it could not be moved until Wednesday morning, Aug. 1.

Wednesday, August 1

Disturbance—6:50 a.m.—Montecito Road—The caller reported a verbal dispute between a security guard and another man at the Rossmoor Regency condominiums. The caller believed the second man might have left the complex and was headed toward the Shops at Rossmoor Shopping Center. (Despite the names, both the shopping center and the condominium complex are located within the borders of the city of Seal Beach.)

A second caller said a man got aggressive with her. She said he had been drinking. The woman was calling from a unit in the Rossmoor Park condominium complex. Police unit 441 arrested a man for public drunkenness

Found Property—7:54 a.m.—16th Street and Landing—The caller said there was a bike lock and bike cover in the middle of the street at 17th and Landing. Report taken.

Seal Beach Boulevard—10:35 a.m.—Seal Beach Boulevard—The caller found a  yellow bicycle in front of a business. Report taken.

Disturbance, Noise—11:15 p.m.—Ocean Avenue—The caller said five individuals on the beach were playing volleyball and being loud.

Thursday, August 2

Disturbance—4:16 a.m.—Pacific Coast Highway—An unspecified number of individuals were told that the business did not open until 5 a.m. The individuals banged on the door to be let in. Police unit 207 sent four exchange students on their way.

Extra Patrol Checks Requested—6:56 a.m.—11th Street—Someone had been taking patio furniture cushions and cardboard to sleep near the laundry room. The caller requested extra patrol checks.

Suspicious Person—2:57 a.m.—Westminster and Bolsa Chica—The caller, relaying second-hand information, said a man who had been standing by the bus bench went over the fence onto Seal Beach Naval Weapons Station property. Referred to the Navy base.

Attempted Burglary—4:31 p.m.—Ocean Avenue—The crime apparently occurred during the previous night. Point of entry: a damaged first story window. The screen was ripped. Report taken.

Patrol Check—7:55 p.m.—Pacific Coast Highway—The caller said occupants of a vehicle threw beer cans out the window.

Friday, August 3

Disturbance, Juveniles—2:56 a.m.—Montecito Road—The caller, relaying second hand information, said there were five to six juveniles in the pool area. Police unit 206 advised the juveniles to go.

Transients—5:57 a.m.—San Gabriel River Bike Trail and College Park Drive—The caller said two individuals described as transients were assaulting bike riders on the bike trail about half a mile north of the power station. Police unit M6 contacted a woman and interviewed her in the field.

Defraud Innkeeper—12:44 p.m.—Ocean Avenue—The caller said a woman ate food, but tried to leave before paying. When the caller stopped her, the woman said she could not pay. Another employee told the caller that the woman had done the same thing at another business in Long Beach. Police unit 107 contacted the woman to try to make arrangements. The woman was told not to come back. Matter solved.

Trespassing—3:23 p.m.—Ocean Avenue—The woman from the previous call (see “Defraud Innkeeper” above) returned. She entered the business, opened their supply closet and then left. She did not take anything. Police unit M6 contacted her on the Seal Beach Pier. She was interviewed in the field.

Suspicious—3:55 p.m.—7th Street—The caller said three juveniles were walking around the residence, looking at the caller’s neighbor’s bikes. One of them said “There is a bike right there.” The caller thought they might steal the bike. One of the three suspects was on foot, the other two were on bikes.

911 Hang-Up—8:13 p.m.—Lampson Avenue—The citizen phoned twice. When dispatch called back, it turned out that a woman fell in her kitchen. Call transferred to Orange County Fire Authority.

Saturday, August 4

Car Burglary Report—5:57 a.m.—Taper Drive—Between 9 p.m., Friday, Aug. 3, and 6 a.m., Saturday, Aug. 4, someone broke into a car parked in front of the location. The caller had packed the car for a vacation that day. Loss: a single bag containing personal clothing. Point of entry: a smashed window. Report taken.

Municipal Code Violation—1:53 p.m.—Avalon Drive—The caller said two adults and six teens were playing with BB guns in the park.

Police unit M6 contacted the individuals who were playing with the BB guns and advised them to stop.

They said they would comply.

Bees—3:05 p.m.—Adolfo Lopez and Seal Beach Boulevard—A citizen walked into Seal Beach Police Department headquarters to report a swarm of bees in a utility box. Police placed tape around the area and referred the matter to the Public Works Department.

Sunday, August 5

Burglary—7:10 p.m.—Pacific  Coast Highway—Loss: an 18-pack of Budweiser. According to the log, one suspect served as lookout while the other two suspects entered the store twice. When someone enters a store with the intention of stealing, the theft is considered a business burglary under California law.

Dead Animal—11:12 p.m.—13th Street—The caller said a car hit a skunk. The caller didn’t know if the animal was dead or alive. According to the Long Beach Fire Department, Long Beach Animal Care Services had already been told the skunk was dead. ACS was scheduled to pick up the body on Monday morning, Aug. 6.

Counseling—2:15 p.m.—El Dorado Drive, Mutual Unknown—A Leisure World resident was counseled about a possible scam.

Thursday, August 2

911 Hang-Up—1:45 p.m.—St. Andrews Drive, Mutual Unknown—It turned out this was an accidental call by a senior attempting to dial a 1-800 number.

Friday, August 3

Petty Theft Report—8:30 a.m.—Fresh  Meadow Lane, Mutual 3—Loss: a black and blue power chair valued at $800.

The caller parked the chair in front of the carport and when the caller came back, it was gone. Police advised Leisure World Security and they were en route. Report taken.

Illegal Peddler—9:39 a.m.—Cherry Street—The caller reported a man wearing a do rag on his head was passing out flyers.

Friday, August 3

Malicious Mischief—7:05 p.m.—Howard Avenue—The caller said a man had smashed out the caller’s car window with his fist. The caller had gotten into an argument with the man, who was wearing a red flannel shirt.

No weapons were involved and the caller didn’t believe the man was on drugs or alcohol. The man left the area and the caller was counseled.

Sunday, August 5

Family Disturbance—2:47 a.m.—Denwood Avenue—The caller reported receiving a call from a friend in the area who said that her husband had punched a hole in the wall during an argument. The woman was not answering the phone and had told the caller that she just wanted to get her things and leave. Patrol contacted the couple and found it to be a verbal dispute only. The woman was going to leave for the night and return for her things later.

Sunday, August 5

Patrol Request—7:18 p.m.Kelly Lane—The caller requested extra patrol at night. On Thursday, Aug. 2, the caller had found fruit missing from her backyard and on Friday, Aug. 3, she found the gate open. The caller believed someone was hopping the fence from Little Cottonwood Park. Patrol unit was advised.
