The council approved the no-bid work order for the repair work by Valverde Construction, Inc.
The vote was unanimous.
This was a Consent Calendar item. The council doesn’t talk about consent items unless a council member pulls one for individual discussion. Nothing was pulled from this week’s Consent Calendar.

“On May 25, 2026, the Public Works Department was notified of a water main break at the intersection of 14th Street and Seal Way,” according to the staff report by Public Works Director Iris Lee.
“Staff responded immediately and isolated the affected water line; however, the repair exceeded the City’s available in-house resources and required the immediate mobilization of a qualified contractor. Due to the water service interruption, potential for additional property damage, and need to protect public health and safety, the Director of Public Works declared an emergency and authorized Valverde Construction, Inc. (Valverde) to perform the necessary repair work,” Lee wrote.
“At the time of the incident, the City’s on-call utility contractor agreements had not yet been approved, as they were scheduled for City Council consideration on June 22, 2026. Valverde, one of the contractors included in the pending on-call agreements, was available to respond and mobilize the necessary resources during the Memorial Day holiday weekend,” Lee wrote.
“Emergency repair work began on May 25, 2026 and was substantially completed on May 27, 2026, with final paving completed on June 16, 2026. The work included removal and replacement of approximately 120 linear feet of water line and repaving of the affected portion of Seal Way. Pavement damage on 14th Street resulting from the incident will be addressed under a separate paving contract,” Lee wrote.
“Valverde’s total cost for the emergency work was $100,742.54. Because Valverde did not have an active agreement with the City at the time of the emergency and the total cost exceeds the City Manager’s signing authority, staff is requesting that the City Council ratify the emergency procurement and authorize payment to Valverde,” Lee wrote.
