The City Council on Monday, Sept. 14, unanimously voted to receive and filed the city manager’s quarterly report on contracts approved by the city manager or department heads. The report covers contracts approved from April 1 to June 30 of this year.
This was a Consent Calendar item. The council doesn’t talk about consent items unless a council member pulls one individual discussion. This item was not pulled.
“The City Manager has the authority to approve and execute contracts up to the amount of $42,982,” according to the staff report prepared by Deputy City Clerk Brandon DeCriscio.
“Seal Beach Municipal Code Section 3.20.005 authorizes the City Manager to delegate spending authority to Department Heads. For departments other than the Director of Public Works and the Director of Finance/City Treasurer, this authority shall not exceed $15,000 per purchase or contract. For the Director of Public Works, the limit is established per the City’s Charter Section 1010. For the Director of Finance/City Treasurer, other than for Finance Department expenditures which are set at $15,000, there is additional authority to authorize purchases for City Departments up to the City Manager’s established contract signing authority,” DeCriscio wrote.
The following are the contracts in order of agreement date, approving department, the vendor, amount, purpose, and expiration date. Unless stated otherwise, the dates refer to 2026.
• April 30—City Manager’s Office—Los Angeles Unified School District—$108 per test, $204 per listening/speaking—Language testing for bilingual pay—Expiration: June 30.
• April 23—Public Works—Horizons Construction Co. International, Inc.—$35,720.71—City Hall staircase completion—Expiration: On project completion.
• May 1—City Manager’s Office—CoStar—$6,000—Commercial real estate software—Expiration: April 30, 2027.
• May 4— City Manager’s Office—Castlerock Environmental, Inc.—$25,000—Marina Community Center roof preplacement, mold and asbestos abatement—Expiration: On project completion.
• June 9—Public Works— Vista Environmental Consulting— $15,000— mold and asbestos abatement testing services—Expiration: on project completion.
• June 10—Public Works—Horizons Construction Co. International, Inc.— $36,622.99—Repairs for Marine Center Community Center roof repair—Expiration: On project completion. (A footnote on the report said: “*City Council Approval obtained for emergency work.”)
• June 15—City Clerk’s Office—Pasadena Consulting Group doing business as Electronic Filing Systems—$850—Fiscal and financial training—Expiration: June 15, 2027.
