In the near future, City Hall will be closed on Fridays. It’s part of an updated agreement with three city labor groups.
The council this week approved labor agreements with three Seal Beach managerial groups. The council authorized the city manager to execute all three agreements. The council approved just one resolution to cover the three agreements.
The agreements were with the Seal Beach Supervisors and Professionals Association, the Mid-Management and Confidential Employees Association, and the Marine Safety Management Association. The agreements cover the period from July 1, 2026, to July 30, 2029.
The vote was unanimous.
This was a Consent Calendar item. The council doesn’t talk about consent items unless a council member pulls one individual discussion. This item was not pulled.
“Each MOU provides for a three-year term, with salary adjustments of 3.0% effective the first full pay period starting on or after July 1, 2026; 2.5% effective the first full pay period starting on or after July 1, 2027; and an adjustment based on the Consumer Price Index for All Urban Consumers (CPI-U), with a minimum of 1.0% and a maximum of 3.0%, effective the first full pay period starting on or after July 1, 2028,” according to the staff report by City Manager Patrick Gallegos.
“The SBSPA and MMCEA agreements establish a pilot six-month 4/10 work-schedule pilot designed to improve public access to City services,” Gallegos wrote.
“City Hall’s operating hours will be extended Monday through Thursday from 7:30 a.m. to 5:30 p.m., including the lunch hour, providing additional availability during the City’s busiest service times,” Gallegos wrote.
“Closing City Hall on Fridays will also help free up parking for residents, visitors, and local businesses during high-demand Fridays,” Gallegos wrote.
“The City Council may discontinue the pilot at any time, and continuation beyond the six-month pilot period will require further Council action,” Gallegos wrote.
“Upon City Council approval, the final MOUs will govern the wages, benefits, hours, and other terms and conditions of employment for each bargaining unit,” Gallegos wrote.
“The benefit changes for SBSPA and MMCEA agreements were included in the FY 2026-27 Adopted Budget and any additional costs will be absorbed within existing departmental budgets,” Gallegos wrote.
“The SBMSMA agreement results in an additional FY 2026-27 cost of $23,591 and requires Budget Amendment BA # 27-03-01. Ongoing costs will be incorporated into future budgets through the annual budget process,” Gallegos wrote.
