Bay City hearings rescheduled

The Seal Beach Planning Commission hearing on the Bay City Partners project has been rescheduled to continue on Wednesday, June 6. The commission’s schedule change forced a change in the City Council’s schedule for hearings on the project.

Planners began the hearing on the project May 2, but agreed to continue the hearing on May 16 when Bay City Partners preented a brand new version of their proposed housing project on the commission. Planning Chair Sandra Massa-Lavitt wanted staff to have time to look over the new proposal.

RBF, the consulting firm hired by Seal Beach to draw up the Environmental Impact Report, also had questions about the new proposal. Bay City Partners reprotedly met the deadline for answering the questions, but that apparently left city staff with too little time to prepare a report for the scheduled May 16 meeting.

The City Council has scheduled two public hearings on the proposed development of the former site of a Los Angeles Department and Water plant. The hearings are now set for June 25 and July 9.

The project has been reviewed twice by the Seal Beach Environmental Quality Control Board, once by the Archeological Advisory Committee, twice by the DWP Advisory Committee, once by the Subdivision Technical Review Committee, once by the Tree Advisory Board, once by the Recreation and Parks Commission and is now before the Planning Commission. The project has also been reviwed by several consulting firms, including Dudek and RBF.

Asked if Seal Beach staff had the resources to deal with the Bay City Partners project and other city business, CIty Manager Jill Ingram said: “City staff has an obligation to diligently process every project application submitted.  Staff time is allocated accordingly dependent upon the scope of each project, in addition to allowing for adequate time to effectively address all other departmental responsibilities and be responsive to the community in a timely manner.”
