Opinion: Vacation rentals need enforcement By Tom Blackman | Thu, Sep 06 2012 02:43 PM

Looking at the proposals for vacation rentals in Seal Beach, I have to look upon them as a negative addition to the city.

If the city gives permission for the rentals the city will have to set guidelines that must be enforced by the city’s police members who will be taken off other patrols, etc., and this might endanger the citizens.

As a longtime resident of Seal Beach, I would not like to have a vacation rental next to my home.

We have several friends who live next door to vacation rentals and they say that they are frequently kept awake at night because of the partying that was going on after midnight.

Many of the proposed vacation rentals are used as cash cows to raise money for the heirs who inherit the property, live elsewhere and have little concern for Seal Beach residents.

Vacation rental concerns include:

• The small town atmosphere will be lost to the renters.

• Residents comfort will be lessened by out of town group’s activities.

• Outsiders bring their own positive and negative values with them.

• Looking at Seal Beach as a party destination leads people to think that anything goes because they pay a lot of money for the party house in Seal Beach.

• Absentee landlords do not supervise the vacation rentals.

• Vacation renters do spend money in Seal Beach but so do residential homeowners. Some of the money spent by the renters is for parties that do not support the small town atmosphere idea.

• There is no way to know the background, good or bad, of the renters who will come into our city. Some might even commit crimes because residents may feel safe and criminals can take advantage of this attitude.

• Landlords who live outside of the city do not supervise the property so the supervision of the vacation rentals will be left to the Seal Beach Police Department who will be asked to enforce local rules, some that are very vague.

Law enforcement comes with a cost to the community in taxes and inconvenience.

My wife, Barbara, and I want to keep the city of Seal Beach a small town, residential community and do not want it to turn into a vacation rental Mecca. We do not want to have the house next door turned into a vacation rental.  That kind of a “business” for profit does not keep the “small town atmosphere” we love. Please help maintain our most valuable asset. Thank you for listening.

Regarding Tom Blackman's opinion on vacation rentals. I agree with him.

The home at 546 Ocean next to my home at 550 has caused us so much misery. Every time I see the back up of catering trucks, I know it will be another night and MORNING of loud voices, music and partying.

The party giver did WARN us on Saturday 9/15. First time they ever did that. My husband said fine, but please call it a night by 10:00PM or at least no later than 11:00PM. Well, this is what we got... catering trucks, commotion, and loud voices until 4:30 Sunday morning. I tried to sleep in the front bedroom, away from the beach, but couldn't, because the party rental truck was idling until 3:00AM. Most people were gone by 3:30AM. However, there are always 2,3 or 4 people left to carry on their conversation right below our bedroom window. They ignore us, while we try to let them know they are disturbing us.

If vacation rentals are allowed to turn into party rental houses, like hotels, we are doomed. I don't think I could sell our house without disclosing the party nightmare next door. It's not just a matter of warning people and being fair, I think I would be sued.

I also think the people who own this house at 546 Ocean are in the party house rental business. They are not just a family renting their home out in the summer... which in its self becomes a nightmare.
It has become so stressful living in my home because of this. I never know who is next door, or what night the nightmare will began. There is also a lot of maintenance going on because with a house full of people partying, there is constant house repair and yard cleaning to get ready for the next party, or house full of people. They allow 12 people at a time, but these people invite friends, so there are people coming and going all the time when the house is rented out.

The city needs to close Pandora's Box on this money making adventure. And I'm sure they do make a lot of money. More and more people are going to buy homes on Ocean Ave., just to turn them into a money making business. As a matter of fact, now that I have no peace, maybe I should turn my home into a party house. I suspect the people who own 546 Ocean have many other properties they rent out. You know, if I can't beat them maybe I should join them.

After 23 years of living in a peaceful community with neighbors who respect each other, we now are facing this nightmare, and if the city doesn't intervene and stop the assault on the peace of its citizens, then who else is going to help us.

I have always had wonderful neighbors. They have family parties. I have listen to loud music and voices from them on many afternoons and evenings through the years. But, when it starts to get late into the evening, it quiets down. I think it's because the families that live on Ocean Ave., understand how much more noisy it is on the beach. If there are two people far out on the beach at night, you can hear their conversation. So you can imagine being right under someones bedroom window. There is nothing but open space, so the noise is truly exaggerated. But I can honestly say, until the house next door was purchased and rented out for parties, all of my neighbors have respected each others peace.

I know I mentioned in my first posted comment, the weddings that the owners of 546 Ocean let take place. I think there was 200 people right under my bedroom window and next to my back yard. This went on until morning. They even had car valets. I was exhausted and so angry by morning. But I was determined not to call the police. The police have better things to do.
And no matter what I was feeling, there was no way I wanted the bride and groom to remember the police were called to quiet their wedding. The persons who rented 546 Ocean to them for their wedding, I'm sure never even warned the bride and groom this could happen to them and it would spoil their wedding.

I finally got into bed at 4:30AM. Right now I'm listening to the clean up crew after the all night party. I still can't figure out why the party giver came to our house to ask our permission. We ask them to respect our peace and end the party by 11:00PM. They totally ignore our request and ended their party at 4:30 this morning.

PLEASE!!! Seal Beach City
Protect your citizens from this assault on our peace.
Stop this cancer on our city before it gets so far out of control that you can't stop it. Every time I hear a house on Ocean is for sale, I wonder if it is another interloper's dream of making a profit at the expense of your citizen's right to peace and quiet at night.

And even if it's your own citizens renting out their private homes for profit and selfishly not taking into consideration
the misery and suffering of their fellow citizens, you need to agree with the majority. I can't believe the majority of our citizen would vote to turn their neighborhoods into a business enterprise. But if you let this go too far, everyone will get into this money making business. And it won't be just for the summer. Losing our summer peace is hard enough. But you'll see these private homes demanding to rent out all year long. And they won't just rent to one family. It will be dozens and dozens of people coming and going. And not caring at all about the neighborhood.

Thank you Tom Blackman. Your post gave me hope. Please help the citizens of Seal Beach keep their beautiful community the way it's always been.
Please do not let outsiders or selfish citizens take away the peace and quiet of our community. I shiver when I think that Seal Beach might end up becoming a resort and party town.
