Crime Log: Police file charges against burglary suspect

Nineteen counts filed against Westminster man

Seal Beach Police Department detectives have filed 19 felony charges against Zachary Albright, 23, Westminster, for suspicion of crimes that include vehicle theft, burglary, possession of stolen property and unauthorized use of credit cards.

Albright, who was arrested on May 10 by the Newport Beach Police Department, was identified via video surveillance as a suspect involved in a series of crimes that occurred in Seal Beach.

Thursday, May 7

Municipal Code—6:40 a.m.—Ocean Avenue—The caller reported a dog on the beach that was off the leash. It was gone when police arrived.

Welfare Check—7:48 a.m.—Lampson and Candleberry—The caller requested a welfare check on a senior who was standing on the corner, looking confused. Police unit 106 contacted him at Old Ranch Plaza and determined no further police services were necessary.

Vandalism—8:47 a.m.—Seal Beach Boulevard—The caller reported a shattered window. The caller found the damage upon arriving at work. The caller and other employees waited for the police to arrive. Report taken.

Transient—1:18 p.m.—Seal Beach Boulevard—The caller said a man who the caller apparently described as a transient was sleeping on a bench in front of the location. Police unit M8 advised him to go and he apparently said he would comply.

Welfare Check—3:23 p.m.—Pacific Coast Highway—The caller said a woman motorist in her 90s could not see over the dashboard of her vehicle. The caller did not think she should be driving. At 3:26 p.m., the log said she almost struck a vehicle at Fifth Street and Pacific Coast Highway. Police unit M8 contacted her and issued her a priority order to have the Department of Motor Vehicles re-examine her ability to drive.

Suspicious Circumstances—5:53 p.m.—First Street—The caller said four individuals—three men and a woman—were tearing door panels off a vehicle and hiding something in the door panel. The caller said they were pulling bags with white powder out of suitcases and sticking them into the car. At 5:57 p.m., the caller reported that they had a lot of automobile mechanic tools. A minute later, the caller said they were putting giant pieces of plastic in the car. Then the caller saw them doing something with bolt cutters. The caller said one of the men was carrying a bong; another was banging his head on the car. Police unit 206 contacted three of the individuals at 6:03 p.m. and contacted the fourth at 6:07 p.m. It turned out they were mechanics working on a vehicle. Police apparently advised them against working on a vehicle in the street.

Friday, May 8

Municipal Code—6:31 a.m.—First Street and Pacific Coast Highway—The caller reported a dog off leash on the beach near the jetty. Police were unable to locate the dog.

Suspicious Vehicle—7:37 a.m.—Apollo Court—The caller said a car in the front parking area had a phone, California identification and credit card on the front seat. Police contacted the registered owner of the car, who said she would get the car. She did not know when that would happen. Police canceled the call before a unit arrived at the scene.

Petty Theft Report—8 a.m.—Pacific Coast Highway—The caller said a known shoplifter was in the store. The caller reported seeing the individual put items into his own container. Police unit M8 contacted the man. Following a field interview, police determined that the individual had not stolen anything. The man was advised against trespassing.

Disturbance, Juveniles—6:56 p.m.—Ocean Avenue—The caller said eight teens were skateboarding on the Seal Beach Pier. Police unit 207 advised them to stop. They said they would go somewhere else to skate.

Disturbance, Party—9:32 p.m.—Marina Drive—Police unit 207 contacted the homeowner, who said the guests would be going home shortly.

Saturday, May 9

Suspicious Person—2:17 a.m.—Ocean Avenue and Main Street—The caller said he had a “red dot” of paint on his back and he believed it was put there by an officer on a prior call. The individual requested a police officer and a supervisor. Police arrested Ryan Edward Tanner on suspicion of public intoxication and three warrants: one for suspicion of possession of methamphetamine; the second for suspicion of reckless driving and the third for suspicion of vandalism, of vandalism causing $400 or more in damages and on suspicion of resisting, delaying or obstructing an officer.

Suspicious Person—10:33 a.m.—Seal Beach Boulevard—The caller said that this was the fourth day in a row that employees had seen a particular individual go through the parking lot entering unlocked vehicles and taking things. Police unit 106 arrested Casey Webster on suspicion of providing false identification to a police officer.

Grand Theft report—1:50 p.m.—Seal Beach Boulevard—The caller said more than $1,000 in merchandise was taken on Friday, May 8, between 6 and 8 p.m.

Disturbance—2:24 p.m.—Pacific Coast Highway and Bolsa—The caller said a man was standing on the corner with a cup in his hand, screaming profanities. He was gone when police arrived.

Harassing Call Report—3:29 p.m.—Main Street—A citizen reported receiving harassing phone calls from an unknown man for the past three days. He had called the citizen approximately 30 times since noon the day the citizen reported the problem. Log entry. Referred.

Refusing to Leave—7:45 p.m.—Ocean Avenue—The caller said a man was sleeping on couches at the location and refusing to leave. The caller said he became hostile when approached by staff. Police unit 207 responded and requested additional units as the individual was “semi-uncooperative.” The man was advised against trespassing.

Sunday, May 10

Traffic Hazard—8:19 p.m.—Almond and Camelia—The caller said an unattached recreational vehicle was parked at a blind corner. The caller said it was creating a traffic hazard. Police contacted the registered owner of the vehicle and advised the owner to re-attach the trailer to a vehicle.

Vehicle Burglary—10:33 a.m.—13th Street—The crime apparently occurred between 2 p.m., Sunday, May 9, and the time of the call to police. Point of entry: a smashed window. Loss: a briefcase. Report taken.

Traffic Collision—1:23 p.m.—Pacific Coast Highway—Police unit M8 was on duty and came upon a traffic collision. The log did not say if more than one vehicle was involved. The officer apparently suspected the driver was impaired. Dispatch told the officer that there was a minimum 20 minute estimated time of arrival for a blood technician. According to the log, at 2:31 p.m., the initial blood draw was refused but the driver in question was now compliant. Police arrested Kellee Nicole Pangborn on suspicion of driving under the influence of drugs or alcohol.

Transient—7:01 p.m.—College Park Drive—The caller said a man who was apparently described as a transient was near the bathroom with an open container. Police determined that three misdemeanor warrants had been issued for him: one for suspicion of exhibiting an imitation firearm; one for  suspicion of possessing drug paraphernalia and one for suspicion of a municipal code violation in the city that was not specified in the log.  Ryan Payne was cited and released in the field.

Monday, May  11

Found Property—9:36 a.m.—Seal Beach Boulevard—The caller found a lost wallet with a California driver’s license and credit cards inside at 11 a.m., Monday, May 10. Log entry.

Municipal Code Violation—1:28 p.m.—Fifth Street—The caller said a woman was in the alley, going through the trash. She was gone when police arrived.

Assist Other Agency—1:28 p.m.—Neptune and Seal—The caller said two men had climbed up in palm trees and were taking pictures of a ship. Naval Weapons Station Security was also en route. However, police were unable to locate the two men.

Disturbance, Music—9:25 p.m.—Central Avenue and Fourth Street—The caller said a man parked in a truck was blasting his music. The caller said he had been driving up and down the street prior to that. A second caller reported the same. The second caller said this was an on-going problem. However, the man and the truck were gone when police arrived.

Tuesday, May 12

Vandalism—10:47 a.m.—Seal Way—The caller reported graffiti near the caller’s carport. Police contacted the caller, who indicated that the paint could have been there for months on private property. No suspect information. The caller only wanted a log entry.

Stray Animal—11:36 p.m.—Heather and Lampson—The caller had detained a brown and white pit bull mix in a vehicle on Lampson between Heather and Tulip. The dog had no tags. It was after business hours for Long Beach Animal Care Services, so the Long Beach Fire Department relayed a message to the animal control agency. Referred.

DUI Arrest—1:20 a.m.—Seal Beach Boulevard and Westminster—The caller said a man was passed out inside vehicle. The engine was running. Police unit 206 arrested Daniel Wade on suspicion of drunken driving.

Theft from Vehicle—6:57 a.m.—Crestview Avenue—Someone opened the glove box of the caller’s unlocked cars and rummaged through the vehicle. No loss. Log entry.

Municipal Code—8:23 a.m.—Montecito Road—The caller reported a man digging through the trash. The caller said he sneaks into the complex every Monday to dig in the trash. Police were unable to locate him.

Transient—12:40 p.m.—College Park Drive—The caller said it looked like a transient had set up camp in Edison Park, along the trees that back the residences. Police were unable to locate the man.

Theft from Vehicle—6:19 p.m.—Crestview Avenue—The caller’s vehicle was ransacked sometime during the night. The vehicle was left unlocked. The suspect may have left a key, possibly a car key, behind. Report taken.

Welfare Check—11:46 p.m.—Pacific Coast Highway—The caller said a man had been in the bathroom for the past two hours. The caller thought he might be under the influence of alcohol or drugs. Police unit 207 arrested Philip Kluss on suspicion of possession of a controlled substance.

Thursday, May 7

Suspicious Circumstances—11:28 a.m.—St. Andrews Drive—Someone put holes in the caller’s screen door during the night, possibly in an attempt to enter the residence. However, police apparently classified the matter as suspicious and issued a log item.

Criminal Threats—12:37 p.m.—St. Andrews Drive—The caller said an employee had received threats from a Leisure World resident who was being evicted. Report taken.

Tuesday, May 12

Petty Theft Report—11:28 a.m.—Merion Way—The caller said packages were delivered Tuesday, May 11, and the caller never got them. At 11:51 a.m., the missing property was located. The packages were delivered to a neighbor’s residence. Property returned to owner.

Disturbance, Noise—9:39 p.m.—Green Avenue—The caller said some individuals were playing football and being loud in the alley between Green and Howard. Patrol contacted the individuals, who did not appear to be making an unreasonable amount of noise. All three, however, were compliant and ceased any activity that could be construed as a disturbance.

Saturday, April 18

Disturbance, Noise—1:19 a.m.— Green Avenue—The caller said a banging noise was coming from the underground garage. According to the caller, the source of the sound was individuals who have a history of methamphetamine use and carrying sticks, a bullwhip and BB guns. The caller said they were “violent people.” The suspects and weapons were not seen at the time of the call, only the noise was heard. Patrol contacted some individuals who were attempting to complete moving a friend out of the location.

Monday, April 20

Suspicious Person—12:42 a.m. —Katella Avenue—The caller said a man in his 40s was riding a bike with an attached trailer and was caught in the alley looking into the business. The caller said the man looked startled when the caller caught him staring into the business. The subject was last seen five minutes prior in the alley. Patrol was unable to locate the man on the bike.

Monday, April 20

Harassing Messages—1:05 p.m.—Chestnut Street—A citizen wanted to report receiving harassing text messages from a woman who attends his church. The woman was called and advised not to contact the citizen. The citizen was advised to contact his service provider about blocking her number.
