Crime Log: Four arrested for furnishing alcohol to minors on Memorial Day weekend

Seal Beach Police officers recently cited and released four suspects for furnishing and/or selling alcoholic beverages to minors, according to a recent statement issued by the SBPD. (Some of their names appear in this week’s Crime Log.) These incidents occurred during enforcement operations conducted over the Memorial Day Weekend, according to a statement issued by the SBPD late last week. The operations were conducted throughout the city of Seal Beach.

Those who sold to the minor face criminal fines. In addition, Alcoholic Beverage Control Department will take administrative action against the alcoholic beverage license of the business where alcohol was sold and/or furnished to a minor. That may include a fine, a suspension of the license, or the permanent revocation of the license. During these operations a minor decoy, under the direct supervision of a peace officer, entered 28 retail licensees in Seal Beach.

ABC is conducting the compliance checks statewide to reduce the availability of alcohol to minors. Statistics have shown that young people under the age of 21 have a higher rate of drunken driving fatalities than the general adult population.

Minor decoy operations have been conducted by local law enforcement throughout the state since the 1980s. When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent. When conducted on a routine basis, the rate has dropped in some cities to as low as 10 percent or even below. In 1994, the California Supreme Court ruled unanimously that the use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law.

Funding for this program was provided by a grant from the California ABC through the department’s Grant Assistance Program. ABC is a department of the Business, Consumer Services and Housing Agency.

Patrol Check—2:08 a.m.—Kaylor Avenue and Katella Avenue—The caller reported that juveniles in a silver SUV lit a large firework and then left the area. The juveniles were near the tri-level employee parking structure of Los Alamitos Medical Center. Whatever they had lit was in the bushes area, according to the report. Patrol was unable to locate the juveniles.

Hit and run, Misdemeanor—7:17 p.m. – Katella Avenue and Los Alamitos Boulevard—The caller was in the parking lot of the Shell station and was reporting that a silver compact car had rear-ended them and had fled the area.

The suspect was described as a man who appeared to be Hispanic, in his 30s, with a shaved head. The suspect had rear-ended the caller while they were at the light. The suspect reportedly backed up and then possibly went down a side street to avoid the caller. Patrol contacted the caller and a report was taken.

Tuesday, May 8

Petty Theft—7:57 a.m. –Katella Aveneue—The caller reported that a male subject had put a Red Bull and candy in his backpack. The subject was still in the store and was described as a white male, approximately 15 years old, with brown hair and a black, or blue backpack.

The manager was attempting to get a clothing description and reported the subject was wearing a black shirt and gray shorts. The subject then left the store. Patrol checked the area, but was unable to locate the subject.

Disturbance—2:01 p.m.—Katella Avenue—The caller reported that a man was yelling at the caller, but the caller did not know who he was. The subject, described as a white male, approximately 32 years old and wearing a blue baseball cap and black tank top, was in the waiting room. The subject was telling the caller “he is going to kick his butt.” Patrol contacted the subjects and found it to be a verbal altercation only. Both parties were counseled and agreed to comply.
