The City Council Monday, Feb. 22, directed staff to begin seeking bids to upgrade the Seal Beach Pier so it is strong enough to hold a one-story building. The estimated cost: almost $3.9 million. City Finance Director/City Treasurer Victoria Beatley recommended the city borrow money from one or more banks to pay for the project.
